Copyright/ EU Draft Directive on Copyright in the Information Society

Many of you will have received a letter from me outlining proposed amendments to the draft directive on copyright and certain related rights in the information society.The outcome of this directive along with that on e-commerce currently under discussion will determine the treatment of intellectual property in electronic media for the future. Directives always supersede the law of country of origin. Hence any legislation here will have to be brought in line with the EU.

At the moment the debate there are two main pressure groups in parliament for this issue. Alliance for a Digital Future, comprising the Telecoms, consumers groups and the librarians are pro access at all points and in favour of liberal quoting for teaching and research. The rightsholders coalition (music publishers, licensing schemes, book publishers, STM publishers) are arguing in favour of a finite and explicit list of exceptions to the payment rule, a full support for licensing agreements (as they have already been proven to work) and access always linked to remuneration for the rightsholder. Academic and STM publishers in particular have pointed out that the ability to browse and download by students at no cost to either user or library could spell the end of several types of publication as it may prejudice in favour of larger scale operations where economies of scale prevail.

Orla Martin, Michael Gill, Sara Wilbourne and John Spillane met with Nuala Ahern MEP, (Green Party), Pat Cox, MEP (Iindependint but President of ELDR Group which has some very pro-Telecom deputies) and Brian Crowley (MEP, Christian Democrats), prior to the vote on January 19th, to put the case for book publishers. We argued strongly for the necessity for book publishers to be included in this electronic marketplace. We specified which amendments we supported and which we did not, suggested compromise amendments and liased with the FEP which, itself was lobbying all members of the Legal Committee on our behalf.

Details of the outcome of this vote will be in the next bulletin. However, there will probably be a management directive on thei=is issue and there will be much debate again when the e-commerce directive gets underway later this year. I will be writing to you on both these subjetcs. Copies of the texts I preprared for the meetings are available on request from the ClÉ Office.


ClÉ Training Programme 1999

The first session is a Foundation in Publishing course designed for all entry level employees to give them an overview of the publishing business. This will be held on Thursday, February in Arthouse from 2.30 p.m.- 5.30 p.m.. Flyers are being sent by e-mail today. Bookings should be made immediately.

All members will receive their copies of the 1999 Training programme in the post by next week. It's designed to cover five modules with ten courses, most of which are a full day long. Every effort has been made to make it up to date and relevant to your needs as given in the Survey earlier this year. A new booking system will be in place and booking will involve a non-refundable deposit. This is due to having had to turn people away from courses last year on the basis of bookings from no-shows. As you know these courses are very popular and the best way to ensure a place is to book as early as possible.


World Book Day 1999

The ClÉ / B.A World Book Day Committee has met three times since the last bulletin and we have been busy finalising the titles list and the terms and conditions of same.

Title List
A list of Irish published titles will be offered to customers at significant discounts (40% approx of cover price). A copy of the final list is included as an attachment. ClÉ plans to produce point of sale material, posters, perhaps a brochure and to take out advertising. Participating publishers have committed IR£6000 to fund this. ClÉ staff will carry out all the administration of the promotion.

Voucher scheme
We are awaiting official confirmation but it appears that the voucher scheme will operate as follows: a range of national newspapers to include £1 vouchers on World Book Day and £1 vouchers will be distributed to schoolchildren via the Schools' Packs.

Schools Pack
This year's Schools Pack contains a special Irish Brochure compiled with the help of C.B.I, with suggestions for teachers as to how to plan events for the day, inofmration on resource organisations, Irish Children's publishers, Visits to Bookships and Libraries and teaching resources and worksheets. The Daprtmnt of Education has agreed to be involved in the distribution of the packs for the second year running.
The Pack also includes suggestions for organising author visits and a fax back form to let us know what events are being planned. It would be most useful if publishers could start contacting authors now to determine availability and to give schools a chance of getting the author they want. Since World Book Day Voucher Redemption period continues for ten days, authors need not confine themselves to the April 23rd.

There has been an announcement recently telling of an extra £2.2 million for school library investment in stock. Extra funds are being allocated to schools in disadvantaged areas for children who would not otherwise have access to books. This initiative matches very well with the motivation for World Book Day and that fact could be highlighted when talking to teachers.

PR
In addition to the above, ClÉ will part fund a national PR campaign aimed at raising public awareness of World Book Day. The World Book Day Committee will be interviewnig candidates for this job next Wednesday, January 26th


ClÉ Website

The ClÉ website will be live from February 1st. It will include information on ClÉ, Training Programmes & Booking Forms, copies of the bulletin, dates of Book Fairs, Membership application forms, links to members' sites and/or pages (where we've been given the information), and links to associated sites. If there is a particular site which you feel we ought to set up lonks to, please let me know .


Subscriptions

You will all receive turnover forms in the post next week. Please send them back by fax or post immediately as I cannot invoice you without them. All subscriptions are now due for renewal.


ClÉ AGM

The proposed date for the ClÉ AGM is Thursday March 4th. We hope that suits everyone. If there is any compelling reason why it would not suit a number of members please let me know by January 27th at the latest. Minutes and Agenda will be circulated in the near future.


Frankfurt 1999

Arnie Aretz of Cross-Channel Books, who has been servicing the ClÉ Stand at Frankfurt is to retire this year. This means that all the Administration of the stand will be done from the ClÉ office. I am investigating whether this will involve any extra cost to members. At this stage it doesen't appear that it will. Would anyone who is considering attending Frankfurt please contact me as soon as possible? Deadlines will be tighter this year. It is more than likely that we will invoivce and be invoiced for this service in Euros.


IBBY Ireland

IBBY Ireland was launched in Iveagh House, St. Stephen's Green on November 25th.
The Minister of State at the Department of Foreign Affairs, Liz MacManus , Michael Gill and Leena Maissen, spoke. The launch was very well attended with represenatives from UNICEF, ClÉ, CBI, the Educational Pulbishers, etc etc..

At 8.00 p.m. on the same evening, Leena Maissen, Director-General of IBBY, will speak on the IBBY Honour List at the Church of Ireland College of Education.


Recruitment of new members

ClÉ has produced a basic leaflet outlining the aims, objectives, advantages and requirements of ClÉ membership. We hope to increase our membership this year and I will be sending these out to ten companies who may join. You will also receive some copies of this leaflet and I would be most grateful if you could either give them to interested parties or pass on names and contact details of publishers you may know who are not in membership and I will contact them directly.


Booksellers Association Annual Dinner Dance

UNESCO Prize 1999 for Children's and Young People's Literature related to Tolerance

This prize is arwarded every two years in recognition of works of literature for young people which best embody the concepts and ideals of peace and tolerance and which aim to promote understanding and respect for other cultures. There are two categories for prizes:

Books for young children up to 12 years old
Books for young people aged 13-18

Submitted works may be novels, collections of short stories, picture books, comics or works of non-fiction. The author of the prize-winning book in each category will receive US $8,000. The publisher of the work must submit the entry.

The 1999 Competition opens on 1st May 1999, with a closing date of 31st December 1999.
